Noriega was the president of Panama who decided to be an informant for the C.I.A. George Bush Sr. was the chairman of the C.I.A. at the time when Norieaga flooded his country with cocaine and the United States with tons of cocaine. Although Bush knew of Norieaga’s dealings at the time, he allowed him to continue in the drug trade until the media exposed his dealings. When Bush became president of the United States, he decided it was time to destroy Noriega.
